[AI] query regarding indian railways ID card

Dear friends,
I faced another problem in Bangalore railway division office. my
permanent address is in the Hassan district which belong to mysore
division. but, I am working in Tumkur which belong to and is very near
to bangalore division. when I approached the office through my friend,
they told that I have to get the card from Mysore division. in the
circular of the railway board dated 18-3-2015, there is no such
condition. in the first para of the procedure, it is said to approach
the nearest division office. but, they are refusing the application.
what can be done for this?
I got my concession certificate done in bangalore. if I go to Mysore,
my certificate will be refused as per the above circular as it is got
from the place outside the jurisdiction of Mysore division.
