Zero sympathy for 100% blind! Such was the apathy of the state government
towards the visually impaired that, when the high court ruled in favour of
11 blind candidates, asking the education department to provide jobs to
them in November 2012, in February 2013, the government brought out a
notification restricting the appointment. The division bench of justice
Jayant Patel and justice Z K Saiyed on June 12, 2013 had taken a serious
note of this notification. The government notification signed by the
principal secretary education Sangeeta Singh stated that "a person having
low vision can be considered to the extent of 1.5% reservation, provided
the vision is more than 40% but less than 75%. However, so far as 100%
blindness is concerned, the eligibility is only as a music teacher and not
for other posts." The petitioner, Kaushik Akbari says, "The fact was that
the government deemed us blind teachers unfit for the post of language
teacher and the post of Vidhya Sahayak. This was negated by the division

Prerana Samman for Students with Physical Disability. Goutam’s father
beamed with pride as his son walked up to the stage to receive the ‘Prerana
Samman’ award for outstanding performance in Standard X examination this
year. Born without two hands, Goutam wrote the tests with his feet and
scored 83 per cent. Visual imparity was never an impediment for the second
awardee Chinmaya Dhal who scored 90 per cent in the board examination.
While being felicitated, Chinmaya said the best moment of his life was when
he was informed of securing 100 per cent marks in Mathematics. More at

2. Event-

Mr. Ajay Kansil and Mrs. Anu Kansil of Delhi have instituted an Award in
memory of their only son, Aket kansil. The Award is intended for the
visually impaired student securing first position among visually impaired
students appearing at Plus 2 (Class-12) Examination of the Central Board of
Secondary Education (CBSE). The Award carries a cash prize of Rs. 15,000.00
and a Citation. Eligible candidates may forward by post their applications
on the prescribed form available on this website www.aicb.org.in so as to
reach AICB office latest by 30th September 2015. Final selection of the
winner will be made on the basis of certificates from CBSE to the effect
that the individual has secured first position among visually impaired

Dr. Ved Prakash  Varma, one of our veteran and ardent well- wishers has
instituted two new Awards in memory of his parents through an endowment
made to AICB. These Awards  will be presented each year at a public
function to be held at the premises of  All India Confederation of the
Blind in Rohini, Delhi, on January 4, the Birth  Anniversary of Louis
Braille. The first of these  Awards is intended for the visually
impaired student securing first/second  position at the M. Phil examination
in any subject except Music and Fine Art,  at a recognized university in
the country. The Award carries cash prize of Rs.  25,000.00 and a
Citation. Eligible candidates may forward by post their  applications

Insurance Co. Ltd. in different states. Visually Impaired can apply.
Qualification: Graduate from a recognized University OR Pass in HSC /
equivalent (12th pass) examination with 60% marks (50% for Ex-servicemen,
SC/ST &PwD) and knowledge of Regional Language i.e. Language of the State
of Recruitment is essential. Age Limit: 18-28 years. The newly appointed
employees will be on probation for a minimum period of 6 months.
