i think its ministry of human resource and development (HRD).

kapil sibble has announced it according to various newspapers.

what i could understand, it will be distributed to college and
university students.
of course there are a number of disable students too.


i don't understand these technologies, but i believe too that we
should ask government if it will be accessible or not.
usually, indian government is famous for developing inaccessible things.
some example may be their websites, buildings, products and so on.

so, before it gets late,  let's get up, unite,  and find out whether
or not will it be usable for we blind people.
