Firstly, a friendly advise, Please take time to have appropriate subject line.
It is very saddening to hear of your niece condition. It is unclear from your mail, what is it that you are seeking for, is it her Rehabilitation or has there been some form of negligence, or they require some nurse to attend to her.
As the case, seems a complicated one, I can suggest, rehabilitation strategy should be under the advise and consultation of her neeuro surgeon attending on her. I don't understand, in what way World blind union can help her.
