I contacted yahoo india customer care and they have given the following information. I hope it will be useful for some of you members. 
There is no need to do anything with port numbers like 495 or 995.

Thank you for writing to Yahoo! India Customer Care.

This is Arrey.

 To help test your account, please perform the following
steps to verify you are able to authenticate (sign in) with the POP

1. Select the Start menu button, then click Run.

2. Type "cmd" or "command" without the quotation marks and press Enter.

3. Type "telnet pop.mail.yahoo.com 110" and press Enter. If you are
successful, you should now see "+OK hello from popgate" against a black
screen. If you do not see this, close the window and start over or check
your internet or network connection.

4. From this screen, type "user xxx" (where xxx is your Yahoo! ID) and
press Enter. You should be prompted with "+OK password required."

5. Type "pass yyy" (where yyy is your case-sensitive password) and press
Enter. If this is successful, you should receive a prompt with "+OK
maildrop ready," followed by mailbox details. If this was not
successful, you will receive "-ERR Error logging in. Please visit

6. Type "quit" and press Enter to sign off the POP server.

7. Type "exit" and press Enter to return to Windows.

If you were not able to achieve POP authentication during the first try,
wait a few minutes and try again. After several tries, you should be
able to tell if your ID and password will allow you to achieve POP

Next, please perform the following test to confirm if you are able to
communicate with the Yahoo! Mail Plus SMTP server:

Select the Start menu, click Run, then type the following command:


Alternatively, you may also return to the command prompt using the POP
telnet test instructions earlier (above), but instead type the command
syntax "telnet smtp.mail.yahoo.com 25", then press Enter.

If the port is not blocked, you should receive a response similar to
"220 smtpxxx.mail.yahoo.com ESMTP" (where "xxx" is the server number you
connected to). If you do not receive this specific response or if you
receive a different response, your ISP, networking equipment, or
security software may be blocking or scanning outgoing mail servers.

NOTE: Please also try port 587 in place of 25. It is pertinent that you
try the alternate port, as some ISPs will block port 25 by default.

Please reply with the results from BOTH tests listed above so that we
may provide further assistance. If possible, please copy and paste the
entire test results for our analysis.

IMPORTANT NOTE: If copying the POP telnet session, please be sure to
hash out the password to mask it (replace the password with ****) before
sending your reply to us. We do not request nor require your password

Outlook Express allows you to add a new email account to your existing
profile, so you do not have to replace your current settings in order to
send and receive Yahoo! Mail messages. To set this up, follow these

1. From the "Tools" menu, choose "Account".
2. Select the "Mail" tab.
3. Click the "Add" button.
4. From the Add menu, click "Mail".
5. In the text box labeled "Display Name", type your name, and then
click "Next".
6. In the email address box, enter your Yahoo! Mail address, including
the "@yahoo.com".
7. Select "POP3" to answer the question, "My incoming mail server is
a... server".
8. In the Incoming (POP3 or IMAP) box, type:

5. Check the box next to "My Server Requires Authentication".
6. Click "OK".

To control deletion of messages from the Yahoo! Mail Server, follow
these steps:

1. From the "Tools" menu, choose "Account".
2. Select the "Mail" tab.
3. Double-click the account labeled "pop.mail.yahoo.com".
4. Select the "Advanced" tab.
5. In the "Delivery" section at the bottom of the window, check "Leave a
copy of messages on server" if you want to save your Yahoo! Mail
messages on both the Yahoo! Mail server and on your local computer. If
you want your messages to be deleted from the Yahoo! Mail server after
you have received them in Outlook Express, do not check this box.

Please note: Yahoo! Mail does not support the "HTTP:" interface used in
Outlook Express 5.0. You will need to configure this email client to use
POP access in order to download messages from your Yahoo! Mail account.
