there can not be two opinions over the issue of interdependence. nobody 
should be hesitant to grab warmly any helping hand. but the point is, if the 
technology is available, why not try for talking atm's. it is one of many 
necessities without which the proceedings can well go ahead. i am aware that 
such demands will take time to be fulfilled. and the last but not the least, 
the bankers should not make it an issue that no atm cards would be issued to 
the visually impaired as long as the talking atm's are not installed. as the 
savings accounts for them are opened, without the full accessibility, the 
same can be done in case of atm cards too.
